I had my (spayed dog) "be nice to" another dog I adopted (must adopt all the strays!...not really) and vice versa - they fell in love and had the hearty emotes coming out of their faces for each other. Based on that limited observation I would bet that's about what it takes "be nice to" and you'd end up with two willing partners for "encourage to mate with" - kind of like the sims themselves come to think of it. (not saying they both need to be yours, just a mutual friendly basis probably)
