I had a kid and her dog who went to play in the middle of the river automaticly, looked almost as if they were swimming in it! So I tried if they could do it again and it worked. It's not quite swimming in the ocean, but I think "swimming" in the river could be handy for storytelling :)

Awesome I'll have to try that. Isn't that were the fishing sign is located were it's placed backwards? This may be why it's happening since sims can fish from the sand were that sign is. If this is the case once the sign is patched and turned around we may not be able to do this anymore.

I haven't seen the sign in my game yet, but isn't it on the beach so I don't think they are related, hopefully not :)

For crossing the river there is one point almost under the bridge and another one near the waterfall. The road/path seems to go through the river, so look for places that seem to be deadends. I got my sims in the middle of it by making them stand on the one side then orderind them to go other side (they walk into the river) and canceling the action. It's not very deep, but for kids and pets it's nice.

I'm not sure but it feels like crossing the river is intended, if not, I hope they don't fix it :D
