By testing, I have determined that the water safety level in Koh Sahpa is:
Dangerous
So, if your sim encounters a shark there, it is highly advisable to leave the waters as your sim can be pulled underwater there (which can lead to death by drowning).
Also, don't send your sim swimming there if they got the Island Curse from banishing an Island Spirit (Island Living).
