Here is the script I use. Just type "current_footprint" in the cheat console and it will print 4 Eco Footprint values. All 4 of these values range from -500 to 500. It's green if it's below -400, neutral if it's between -400 and 400, and industrial if it's above 400.

Lot Footprint: This is the Eco Footprint value of the current lot. Build mode items like wallpaper and floor change this immediately, while buy mode items like generators slowly change this value as you use them.
Default Lot Footprint: This is the default Eco Footprint value of the current lot. This is the number the game uses for calculation if you've never visited the lot. This value is set by Maxis and you cannot change it.
Street Footprint: This is the Eco Footprint value of the current neighborhood. It's the same value you can see on the UI. This value will always slowly increase or decrease until it reaches the Street Footprint Convergence Point and then it will stop.
Street Footprint Convergence Point: This value is calculated from the lot footprint value of all lots in the neighborhood, using weighted average. Lots occupied by played households are given more weight than unplayed lots. For example, if a neighborhood has 1 played lot and 4 unplayed lots, the played lot will account for 75% of the neighborhood's Eco Footprint value, while the other 4 lots will only account for 25%. I believe the calculation of this value is currently bugged, which I explained in detail here.
