W/O enabling the cheat overlapping objects will be deleted. That isn’t the problem the OP talks about, it has to do with broken routing and objects being rendered unusable due to the MOO and other build cheats being used and not playtested before being shared on the gallery.
If someone uploads a gorgeous lot that can’t be played in then it shouldn’t be allowed on the gallery. Creators need to play test their builds to make sure they can at least function before putting them out for players. Artistic expression is great, but the gallery isn’t solely for expressing your art through building it’s about sharing builds for other players to use.
