It depends on what kind of gameplay you like. Or if you like to build. I never play with Occults, but you may love that. I have nearly every back (except for the occults) and here's what I recommend. I've put these basically in my priority order. Keep in mind that there are sales fairly often. Wait until a sale and you can get a lot more.
Building:
- Eco Lifestyle - Lots of great furniture and build items. I use this one the most. I also like the gameplay a lot, lots of different crafting and some new, fun careers.
- Dream Home Decorator - the best furniture in the game.
- Snowy Escape - a specific build style, but great items. Some of the best windows in the game!!
- Tiny Living - I love a lot of these items for decorating. Also the tiny home benefits are great.
- Home Chef Hustle - Great kitchen and build items (small though because it's only a game pack).
- For Rent - I love building apartments! Good decor items as well.
Gameplay:
- Cottage Living—There are so many things to do in this world: farming, animals, and townies you can get quests from. It's also a really big, beautiful world. I also like these festivals. Build mode is decent too, if you like the cottage style.
- Parenthood - if you play with families, I think this is one of the best.
- Cats & Dogs - as an animal lover, I feel like this is a must-have. It's also a great world to play in.
- City Living - the city world and the festivals are fun. Being able to play and live in apartments is fun, and new careers.
- Get Famous - I love playing as an actor and the fame portion is really fun. But this may not be for you - I know some people are not a fan.
- Spa Day - this may not be a popular one, but I love having my sims do yoga. I only go to the spa occasionally, but the trait that comes with this is really fun. And it's fun to do the freelance wellness career.
Also James Turner does a great overview where he has his community rate the different packs on a variety of areas. He shows ratings and graphs. Super interesting and he breaks down by world, gameplay, build features. So you can get an idea of how things rank, depending on what you like.

@babzillla , I agree with you on James Turner's videos. I love the ones where he shows the packs' ratings!
