Oh yes, not a silly idea at all. I would love to be able to choose to lock out certain skills, and I agree it would help in making a little individuality for the sims.
Personally I absolutely hate certain skills for most sims, like comedy and mischief, and do not like each sim to have a massive long list of skills at level 1 or 2 because they have accidentally gained those skills.
