Thank you all for your replies. It is nice to know that declining a trait does not count towards the 3 traits.
I don't think I will wait for the traits I want to trigger. I will earn enough points for the retraiting potion. I completely forgot about that potion. Thanks to everyone who mentioned it. This way I can decide myself without having to cheat. Well, the potion is kind of cheaty but it is a game mechanic my sim can earn.
