Teen vampires can become Grand Masters I believe. I have a teen vamp in my household and she is already up to Master, and she has one tier of the sun resistance so far. As far as I know there's no way out of them having to go to school without mods, but you could also choose to just let them stay home and accept the failing grade. My teen vampire rarely goes to school, she's had an F forever, lol.
If you want your teen vamp to stay a teen you could disable aging for the active household, or buy youth potions every time they start approaching young adult. I play with really long lifespans though so I have plenty of time to build up aspiration points to buy the potions. For people using MC Command Center, you can also flag the teen to not age if you still want the rest of the household to age.
I'd be interested in a working drop out of school mod, but I haven't found one that's been updated.
