Each player makes a choice to pay for the mentioned content and willfully download the content thus accepting it. Your choice is yours. Choosing to purchase content or not does not affect a players access to bug patches and future content. Players are required to accept all content in patches with no regard for a players morals, ethics and personal feelings. The only choice a player has is take it or leave it. The only thing I ask for is equal right of choice for the download of content for every player.
The same way they did it for TS3, none of the free content was installed but a choice and replaced with default content if necessary. Any Sims or lots with other packs and or 'free monthly content from the store' was always an option and replaced with default clothing and or objects.
