No? In certain areas, there are nuns out in public all the time. I see nuns out shopping the same way that I see firemen come to the store with that big, honking firetruck parked outside in the parking lot. :D
It all depends on how close to the church you are, I suppose. It's easy to distinguish them, even when they aren't wearing a full habit. Sometimes, out in public, they wear a black or navy headscarf (these days, not so much) along with black or navy sweater/jacket and skirt. Their blouse is usually white, accompanied by dark tights, sensible shoes, and a crucifix. They don't wear makeup, that I've seen.

It all depends on where you live. Which, I guess, is the entire point of the discussion. Those items that some cultures wear aren't innately religious, yet, when you see a nun, for example, usually you'll know it.
What seems out of place, oppressive, or offensive to some is common to others. ::shrug::
I've got a lot of beef with EA but, a hijab in the game isn't one of them. In fact, I wondered what took them so long. I downloaded various styles of hijab for my game ages ago so that my Sims community can look as diverse as the community where I live IRL.
A hijab doesn't strike me as something controversial when those women who I see wearing them are out there driving, holding down high-dollar jobs, and sporting amazing stiletto shoes and gorgeous makeup :D For them, it's not oppression, it's self-expression. It's their choice.
