Like @DaniRose2143 stated if it's just a few items you want to prevent randoms from wearing you can open each package up in S4S and just tick the check boxes.
But I thought I remembered seeing an option under Batch Fixes that would prevent it, I've never tried it as I normally don't have a lot of CAS CC in my game and use Batch Fixes mostly for BB CC.
So I opened up S4S to check and there are options to stop randoms from wearing certain items. Depending on how you have your Mods folder set up (I have mine set up by type of CC so it's easy for me to determine which item I want to remove rather than by creator).
Here's a Pic to show you how (Just make sure the CC you want to be disabled for Randoms are in your Mods Folder
