Activate MOO before placing lot?
I`ve found a really nice house in the gallery but it says to activate MOO before placing but i cant get the cheats to work i think its why the stairs keep disappearing during gameplay, do i have to go...

Everyone above pretty much covered it but also there is a weird glitch in the game. Sometimes while building near stairs if you move any of the walls or lower/raise a platform it causes the stairs to be removed even if nothing is in their way. You could always just replace them with a new staircase.
