My game has the auto-remove (culling) situation after the sim count is 615. And it happened after all of my active sims sleep.
- I searched a lot for information but I can't find a recent number of it. The most recent one I found is 800.
- It did! And my case was without notification. I knew it because I checked the "Other Household" category.
For more details when I face a culling situation
- Family in the "My Household" category both active family and townies.is safe from removal.
- Some of the removed families are "Secret Society (from DU EP)" who are homeless.
- All stray pets were removed.
- "Erwin Pries" from Strangervillie and a hidden sim is removed.
I disabled the removing progress with MCCC mod because I can't find another way to save them.

So, I am curious that your game starts the auto-removing too soon if it's around 300-400. What kind of their role? And did you have all of the packs or missing some packs? The game mechanic may be difference when have some packs enable.
Finally I have someone who shares the same issue as me! :)
Here is the summary of how i discovered this problem:
- I have the habit to delete random townies from time to time, usually after every 2-3 sim days.
- In my game, i have 385 sims under My Households.
- For sims under Other Households, there is no certain way to count them so i estimate to be around 200 to 300 sims there but definitely they are lower compared to the sims under My Households.
- Recently I found out that the random townies are not generated at all and that made me wonder why.
- Next, I also found out that the ghost dog Whitaker is also being removed from my game.
- I have also discovered that those community lot NPC can spawn but after I leave the lot and they will also be removed the next sim day.
I don't have an exact answer of how this happened but I have done two things to mitigate this problem:
- Removed a mod which adds more sims in a venue. It could be the culprit because it tweaks the number of sims.
- Added Neia No Culling Mod into my game.
Also, I don't use MCCC because it messed with my game once by adding more households into each empty home without my permission but can you tell me more on how it stops culling in your game?
Apart from that, I have all expansion packs, game pack (except Batuu), all stuff packs but I only own some kits.

There are many things I want to answer and discuss. My answer may be long but I will write clearly as I can.
1-3 - I assumed that your overall sims population (both my and other household) is around 600+. So, it's close to my game. We may have the same case.
4 - If you have all Expansion Pack which includes Get Famous. The game usually uses existing sims for some roles such as mixologist. There is the list of roles in EgonV2's thread --> EgonVM's Ultimate NPC Making Guide 2.0 | EA Forums - 4955205
5 - As I said, stray pets in "hidden household" and "other household" can be deleted. You have to move Captain Whitaker to "My Household" to avoid that.
6 - I don't have that case because I stop this progress with MCCC. (And I went back to back up file after found the deleting case)
About things you have done
1 - This isn't 100% solution but it can avoid generating unnecessary sims to fill the world. However, how many people you allowed on a lot before? Mine is 30. (But I will reduce to default 20 soon until I play Highschool again)
2 - "No Culling Mod" is exactly the solution for this. You are safe now!
About MCCC, I can help with how to set the mod to avoid the issue you said, I will answer in the next reply.

About MCCC setting... in case you want to try fixing about "adding more households into each empty home without my permission"
--> Go to MCCC menu from computer and click "MC Population"
and continue entering as below.You can see that "Enabled" is the default value of MCCC setting. There are many things like this that you have to disable yourself.
More dangerous case in my experience is from MC Pregnancy (Not MC Woohoo)
You have to check every setting of this thing to avoid something like "Neighborhood Stories" such as
- Couples have a child autonomically
- Pets can be pregnant by other pets even from different households. (I didn't know at first then I found new puppies and kittens in the household)
- Auto marriage, or auto matchmaking (I am not sure but I disable it before this)
In conclusion, if you don't have benefit you want from MCCC right now, using "Neia No Culling Mod" may be safer (if updated). But I can say that you can set MCCC to be controllable. Just have to check everything, especially population and pregnancy.
(Edited - 2024-10-11 -- I don't sure about the recent update of Neia's mod. Better to check about the update date and modder or user confirmation too.)
I still use MCCC because it's easy to fix and cheat things without typing cheat code manually. (Ex. Remove buff and traits) And I can make "Log population details" to see the actual population number. (So I know that the culling starts in my game after reaching 671)

Just a couple of follow-up questions:
- Do you know if Neia No Culling mod is effective for sims under Other Households?
- I don't MCCC because I use UI Cheat Extension which is perfect for my game (been using it for years)
- Also about MCCC, thanks for that information about moving in homeless sim. That is helpful!

- I am not sure about this mod because I don't use it. But I believe it is effective for whole of them including Hidden Household. That is because the game protects "My Household" by default. The mod should do for other parts. ***However, better to check about the mod's update day. I searched and found that the last update (and comment) by Modder was a long time ago.
- UI Cheat Extension is perfect enough and safe for most players. I will suggest this more than MCCC for new players because it doesn't secretly do something more than your command.
- You're welcome. You don't have to bring back MCCC because I suggest. There are many more hidden functions under my eyes that I saw later. Better use in testing save until can make sure. Moreover, MCCC is a popular mod that you can find YouTube reviews about settings. I learned from them too.
Extra advice - When using new big mods (or mods that affect important things a lot), better to "save as" and back up a save file before using it. So, you will be able to step back if something is wrong.
