Actually be able to enter all buildings! No rabbit holes!

Well, with a a open town everything can't be open without causing some serious lag of the game constantly having to keep track of sims everywhere in a building like a school etc. I am actually fine with it as now... although more shops would be nice that aren't rabitholes, other than that, school, most jobs etc can stay rabbitholes. I have no want to see my police sim sitting at the desk for 9 hours.
