Adopt a certain breed of pet?

Quick question - is it possible to adopt a certain breed of pet? Let's say I want my sims to adopt a springer spaniel puppy - can that be possible? Or do I have to go to Manage World - create that ...

Thanks - was checking if there was an easier option but might just have to use the CAS
