Going to answer this, even though it's more of a Getaway question: The getaways do not need to be owned by any household. Currently the only scheduled Getaway in Gibbi Point that is owned is the Love Highland Getaway. Camp Gibbi Gibbi and Revive and Thrive are not owned by any NPC Household.
This is good news. The most interesting part of the npc chat (to me) is the bit that's about getaways. I like setting up lots for my sims to visit like retail stores and restaurants. Small businesses are a bit of a disappointment because they need to be owned. I'm glad we can use getaways that are not owned. I am looking forward to find out more about the system on 1st of October.
