First and foremost the first concept is a Voodoo emporium, it goes with the New Orleans vibe that TS4's Willow Creek has, it came out a few months after the base game launched after GTW along with a gypsy costume that was never put in-game. It has nothing to do with Aztec much less Mayan.
Second, the new GP has been in development since before the last GP came out according to the develpment schedules which means it's likely been done for at least a month or two and has been in testing fases. Laundry Day is likely not hinting at things that are already done.
Last but not least, it seems not a lot of people that go on twitter know that the Abracadabra laundry detergent is a reference to the magic Abracadabra gnome in TS3 that came with Ambitions, because they probably never played TS3.
Just to clarify- before I made that tweet I was already aware of the magic Abracadabra gnome, and I have played TS3. :) I still found the object descriptions intriguing (as well as their choice to have a "Harry Puffer" kid wizard poster on the wall in the quarterly teaser).
