Because players who make CC aren't concerned with the polygon count, but those who create official content are. They know that high poly counts will start to have an impact on the game's performance, and they're trying to avoid that.
Actually, a lot of those are conversions from TS2, age/gender conversions from the store, and retextures of in-game/store content. The textures are there, EA is just being lazy.
