This is why I can't see them doing zoos. An ethical zoo enclosure would in most cases be larger than a 64x64 lot, (there was a minor uproar when the enclosure for Polar bears for Planet Zoo required about half of the total zoo area), which of course means no lots to edit, aside from maybe one tourist information centre.
Then you have to think about gameplay. What will your Sims do? Most of them, all they will do is view them like they were an exhibition at the museum. Given the amount of animals that would need to be animated, including separate unique behaviours, essentially a Cottage Living 2, all to create a glorified museum that you can't edit or interact with beyond "view". And we all know how repetitive an interactive zookeeper career will be, like all the other careers (veterinary career 2 anyone?)
I also doubt they will make a zoo in the true sense with many different types of animals and what not. Also a zoo would be more like Batuu than Cottage Living, a sort of park where you watch some animals. Doubt they will make all the different animals interactable because they are not pets and the gameplay would be about feeding them and cleaning their enclosure and people don't like cleaning part too much. Might be easier to create some sort of sanctuary and rescue type organization geared towards just one animal or type of animals, like maybe a panda rescue, or owls, or maybe wolves. Kind of like how they did the turtle hatching in Sulani. You can watch them but can't really interact with them. It might be nice to go once, but then it will gradually become boring.
