That's not true -- I had a previous save with aging off for my household, and I was able to age up my eldest son. I wonder if whether the child has completed an aspiration would have an impact on whether or not they could be aged up.
I do apologize!! I misspoke as in that is the way my game did it for my 2 teens. I did not mean to imply that it was absolute.
