AI routing - lazy/unprioritized implementation?

Does anyone else feel like its like that? Seems like nobody bother to implement actual AI routing collision, where Sims just phase and clip through one another. Or didn't have enough production time, ...

I hate the bug where you have things queued up and the Sim just stands there for a long time doing nothing.
