I haven't visited the gallery in months thx to my injury, but I recall something from, I don't know, 6-12 months ago? --about a workaround some simmers were exploiting that gave them huge, fake, download numbers, thus allowing them to dominate the 'popular now' category. The simmers who uncovered this cheating reported it to EA; iirc I saw a bug report on the exploit.
False-flagging had to do with knowingly flagging content that in no way violated the rules, as someone mentioned above.
I'm sorry to hear those problems are still ongoing.
As to stolen credit, at the time I had to stop gallery-visiting, rooms and sims were still very easily copied without getting the 'original by' notation. Houses were the only thing that reliably kept the 'original by' note. Many simmers still don't like having their houses re-uploaded.
