Good question, but I don't have Seasons. Don't intend to until serious repairs are made, about the level of making Titanic fit to enter Boston Harbor under her own power. Too many bugs and broken stuff.

Do you have lots with a lot of dog hang out and cat hang out traits? It does take them a while to travel the world.
One more thing to check is if you allow enough sims in your world if it’s max strays won’t show up.
