I had an experience similar to yours, shortly after the pack 1st came out. Sent in a visitor sim to explore, and did see animals then. Even tried a couple of interactions. Once the welcomers have left will try that family to see if there is any difference. From what you have said I suspect that one of the patches EA did since the pack's release altered animal generation in BB. Only place I see one or two now is in Selvadoria, and I'm not about to try to get a Selvadorian pooch past customs.
