I totally get your pain as a fellow perfectionist. Every time I enter my vanilla save file a part of me dies when I look at the horrendous townies. Especially with the new addition of MAC cosmetics. :weary:
I use Bechen's townie overhaul mod that greatly reduces the spawning of npcs and stops celebrities from showing up everywhere. An integral piece to my main save.
Yeah, it's time to enter the world of mods because it doesn't look like the devs are going to address this ever.
