MCCC does a lot. You can also disallow certain CAS items. The NPC controller mod does the same thing as part of MCCC. The creator just made the mod for those who don't want all that comes with MCCC but MCCC has modules that we can pick and choose or add all of them. I chose NPCC for now, to avoid something more complicated.

I deleted a few random townies but I think they keep re-generating with new ones.
NPC Control forces the game to use existing sims instead of generating new ones. So what you can do is delete the random townies or give them makeovers, and keep them in unplayed households and the game should pick them instead of generating new sims.
You can also tweak those settings by clicking on your sim in live mode and select npcc, there you have a number of options which can make the game use unplayed households more.
I usually go to the gallery and search for popular sims and download them to my gallery. Then I go to manage worlds, create new household in CAS, load a sim from the gallery and then click confirm, when asked to place them in my world I click cancel, then they end up in unplayed households and NPCC will pick them for NPC roles.
