Well... I decided to try it for myself since there seems to be conflicting info on this 'items required' thing. I went back in to my edited McSims and deleted the recently added ice cream machine and then took my family to order some ice cream. The ice cream did actually get served, but I noticed that the waiters brought the meal from the windowed chef station (I have both kinds on that Lot).
