As others have said, I feel it gives players the chance to fully customize their game by picking features and items they want, and there are always sales so that if you want some of one pack but not everything in it purchasing at a discount is kind of like only paying for the parts you do like.
You really think it’s a good thing people could buy C&D with only cats and dogs and a vet career (for the same price as cats, dogs, rodents, birds, reptiles, horses, unicorns and a jockey career in the previous game) because that way they don’t have to deal with extra furniture, pet suits and four rodents if they don’t want to?
I guess what you don't understand is, value is highly subjective. What is worth 10, 20, 40 dollars/euros/pounds of whatever to one person may not be worth that to someone else. I paid full price for C & D, and feel I got my money's worth. But a pack with horses, reptiles, or pet birds really might not interest me as they do not at all interest me as pets in the least, so I might wait for it to go on a discount depending on the other features of the pack and whether I felt maybe they justified a full price or not. You on the other hand might be chomping at the bit (pun intended :D ) to buy it on release day.
