You really think it’s a good thing people could buy C&D with only cats and dogs and a vet career (for the same price as cats, dogs, rodents, birds, reptiles, horses, unicorns and a jockey career in the previous game) because that way they don’t have to deal with extra furniture, pet suits and four rodents if they don’t want to?
I guess what you don't understand is, value is highly subjective. What is worth 10, 20, 40 dollars/euros/pounds of whatever to one person may not be worth that to someone else. I paid full price for C & D, and feel I got my money's worth. But a pack with horses, reptiles, or pet birds really might not interest me as they do not at all interest me as pets in the least, so I might wait for it to go on a discount depending on the other features of the pack and whether I felt maybe they justified a full price or not. You on the other hand might be chomping at the bit (pun intended :D ) to buy it on release day.
If you don’t care for horses and reptiles and birds, just don’t play the horses, the reptiles and the birds. Quite simple. They’re in there but that doesn’t mean you have to use them. Just be glad they’re in there for those who do love them. It’s not like you had to pay extra for them. That in fact applies to the TS4 rodents extra pack ten dollars ka-ching (and who knows horses ka-ching and birds ka-ching). Your theory would have made sense if they’d divided the theme pets in a bunch of small packs (like they did with Vampires, nobody has ever minded that, on the contrary). But they didn’t. They treated it as if it were an old school fully fleshed out EP, except it wasn’t. Just the price was.
