That is what I am upset about - people complain about a game design tool or devs choice of packs and we get less content and tools....
Sims 2 had body shop. Too many complaints and sims 3 didn't have it. People complained of CASt, colors wheel - now we don't have it. People complained Sim 3 cars rotted compared to sims 2 cars. Now we have no cars at all.
I don't think there is any correlation to these things whatsoever, personally.
As far as CAW, I certainly agree it was not user-friendly. However, why would EA scrap it instead of turning that into a goal; simplify CAW so absolutely anybody is able to create amazing worlds with ease. Maybe even bake the tool into the base game itself, and incorporate it into the gallery? To me, that seems logical. Player feedback did not influence the scrapping of this world, because most fans were asking for it to be simplified. Instead, they chose to simplify an already easy-to-use tool; build mode.
I believe a lot of what you are claiming is pure speculation. The two features you've mentioned (cars and CAW) were scrapped due to the change in vision of TS4. Limited time and resources could not allow for them to be shipped with the base game. It's no mystery -- they had to take quite a long time to release standard base game features such as ghosts, toddlers, and pools. As far as small pets goes, we know Small Pets has been a concept EA wanted to do far before Cats & Dogs.
Because they couldn't - they did not own World Builder for one or the company that made it, that owned the patent and for another they did not have to make the tool period - they could have said if we wanted to make worlds the game could use we had to buy our own version of those tool just like we had to own our own version of Sim City 4 to make template for worlds for Sims 2. But they didn't say that - Maya is about 4200 dollars with World Builder plug in another 500 or more - but they did us a courtesy and supplied what they could so at least we had a usable tool. They did not have a right to change it even if they could have changed it - it was not their patent. Sim Guru Smitty who was in charge of World Build for store worlds in Sims 3 was good about answering all our sims questions about CAW. It's not speculation.
Sims 4 did not use World Builder - so CAW would not help you make worlds for Sims 4.
Believe what you want - you can speculate all you want. I just know when ever there has been outrage - there has been elimination in the next rendition. It is there to see and happened every time.
ETA - You're wrong - Sims 4 online had roads just like Sims 3 - you can see the old video - even had cars - but all that was scraped if you had read the last interview MTS did with the engine builder of the online version. The world we have now are very different than those designs and do not even have the road system or programming. Look in the programming your self. It's not there now in this version. Totally removed.
