A pack that needs another pack to be able to use. That makes the ‘different teams’ argument not very relevant because there clearly is a direct connection between those teams.
Maybe it does to us - but they make the packs - so doesn't much matter what we think - or least never much in the past games either.
I know they now have hard limits on content they didn't previously have (they always had some limits but in the past they were considered soft limits and a bit more flexible) - and why they have to pick and choose one focus over another or beg EA to allow more if it is going to take additional animating or even items - seeing Graham said when we were making laundry day with him even though he wished we could choose more items then they allowed us - they cannot exceed the limits now or get special approval and a good reason why they need to exceed it. He even said he had to fight to get all we got as it was way over limit as it was - and only got the okay because it was a special community pack.
Marketing runs that company tight ( it's not the suits at those meetings - but every Maxis meeting on packs there is the head of Marketing and their approval seems to count the most) - and like the devs said rules change when they became a "Public Company". I can get that seeing they are now subject to all the Fair Trade Laws hardcore and a host of other things that are watched like a Hawk for public companies that deal in international trade. It's not just EA - but different laws and rules.
But the fact is when a company becomes a Public Company they are less likely to fail or be threatened like non-public companies are. They have more protections of the entire system of world trade than non-public companies go (just like raise in prices some countries recently got - because fair trade says they have to be what they are in those countries, EA cannot change that) - and at the same time under more rules that are pretty much cut in stone.
