I was under the impression that those funds are funding this version.
If you do buy an expansion, you will get 1000 sim points to spend. I don't know if they do that for the stuff packs or not though. If they ever put them on sale, I will find out. I'm thinking probably not though even though it's same price as an expansion pack and contains less content.
