1. there is a workaround if you dont have a problem playing with cheats, by using testingcheats true, shift-click to area that you are not supposed to enter normaly and teleport to it.
2. Yup, it's a known bug, unable to select the next tier usually happened after using draugh of configuration, I didn't remember how i fixed it but I guess i was just restarting the game and am able to pick the next tier, as for the unable to progress after maxing out the bar, there is a mod that fixed it http://modthesims.info/d/621850/vampires-bug-fix.html
