This is by design, I'm afraid, part of the intended behavior of Trendi is affecting townie outfits in this way. If it helps any, I have noticed that the most frequent outfit worn by townies is usually the most recent outfit sold by a played sim. If played sims don't sell outfits for a while, townies wear fewer and fewer Trendi outfits.
I'm not sure whether this is by design or not, but it seems like a club outfit or employee outfit ought to override the trendi outfit, no? You could try making a bug report as @phantasmkiss suggested.
This one is a bug that the team is looking for saves for. Hopefully you can send yours in (if the bug happens without mods) and it will help to squish the bug :)

I have noticed in my game that sometimes if my sim is wearing a Trendi outfit, then switches to a different outfit using Change Outfit without clicking remove on the Trendi outfit first, the game will think the Trendi outfit is still being "worn" and then weird things will happen like not being able to list it for sale, having it show up in the shower, etc. Easy workaround is to switch back to that outfit, click "remove" and then it behaves normally. (If you're not affected by the above bug, that is.)

As well as waitstaff or retail workers will be wearing trendi outfits instead of uniforms. For example Cameron Fletcher was the waiter at one restaurant in Windenburg and he showed up to work wearing a ball gown and a bassball cap! It was a very fabulous outfit but didnt really fit the character or occasion.

Another issue is whenever I've tried to get my sim to wear a trendi outfit it glitches, and she won't wear it. High School Years might be the first pack I've ever had to uninstall. Has anyone else experienced this and may have solutions or feedback?
