Sometimes I've found it works if you've got the apartment with the balcony, then the dogs can go outside on the balcony. Otherwise you can pick them up and take them downstairs. It's a little annoying, but thankfully puppy life stages are pretty short! It's sort of the same if you live in a house with a raised foundation and steps. They can't climb down the steps to go outside until they're adults. It's just a farther walk to carry them in an apartment :D
