If you are having the stair bug, don't use the auto-fence/wall when you are building. If you already have the problem in a house, delete the stairs, then if a wall or fence appears at the landing where the stairs should be, use the sledgehammer to delete the pieces. Then replace the stairs. This should make the stairs usable. If the floor was deleted and has reappeared, you should still be able to delete only that section.
