The Expansion Packs are definitely skimpier than previous iterations, that's for sure. Bowling, vampires, and restaurants came with night clubs, turn-ons and turn-offs, cars, fury, the match maker, cologne, Mrs. Crumplebottom, and the dating system in "Nightlife" for TS2. TS4's equivalent, "Get Together," gave us clubs, cafes, and Windenburg, but no vampires, no bowling, no additions to the dating system, no restaurants, and no cars. Vampires, restaurants, and bowling were separated out into their own packs. Dating upgrades, fury, the match maker, Mrs. Crumplebottom, and cars are still M.I.A. To get anything close to what TS2's expansion had to offer while also having the new features, you would have to buy a bundle containing GTG, "Dine Out," and "Bowling Night Stuff", then "Vampires" separately (Or put "vampires" in the bundle and buy "Dine Out" separately), at a price tag of $90 regular price or $70 with the current sale...and you still would be missing fury, cologne, the match maker, cars, the dating upgrades, and Mrs. Crumplebottom. And that's just one example of how much slimmer on content TS4's expansion packs are compared to previous iterations.
So, if "worse" means "less bang for your buck"...then, yeah, TS4's EP's are definitely worse than previous iterations of the equivalent themes.
