Yes, they objectively are. Compare Sims 3 Ambitions and Sims 4 Get to Work together and you'll see a world of difference. (Far less jobs and less options) They even seperrated the laundry from Ambitions into its own Stuff Pack.
In fact that seems to be a trend with Sims 4, take features that were in previous EP's and put them into shitty stuff packs, like butlers pushed into Vintage Glamour Stuff Pack. No Bonehilda still either despite us getting Supernatural and all that, so I expect Stuff Pack like "Creepy Galore" or something and that will have Bonehilda in it with one new chair with web pattern on it.
