Having to balance and juggle vacation time adds more interesting gameplay, in my opinion. Making money is so easy in the game just having "unpaid" time off doesn't seem sufficient. I agree a certain number of holidays might not count against vacation, but not all.
In real life people can't take unlimited time off - paid or unpaid - without having it affect their work performance. For example, right now, in my RL, in my family, our income has gone up so we have the money to take a vacation - but now we are limited because of vacation time available in both our jobs. I like having a bit of realism with this. I would prefer if there is a change, that it is in the form a cheat to add more vacation days or something along those lines.
