I don't think setting it on a per household bases would work, seeing as holidays are global and affect the whole town.
@mr014: Thanks; good to know. Does the global setting affect every town in the world, or can you have different holidays celebrated in different towns?
If it's not possible to set the number of paid holidays per calendar year on a household basis, I hope EA can find a way for us to set it per town/world, so people can easily customize their holiday experiences to their satisfaction.
The holidays you create on the calendar apply to the whole save, meaning they are celebrated by all Sims/households across all worlds in that save.
More fine control with holidays would be nice, but I don't think it's going to happen. I'll just be happy if they make it so off work/school holidays don't count towards vacation days, as those are meant for actual vacations.
