Britechester 100%. I never send sims there, and I never build there. If it disappeared from my game it would honestly take me a few months to notice as I don't even open its map. It is a very specific use world though so it makes sense. Also obviously Magnolia Promenade, but I see that world as an extension to Willow Creek rather than its own thing
