Your last point is so true. I experienced that with the house I downloaded for my Not So Berry challenge. It worked great last time I played with it. Today, no one could walk up the stairs. I was so sad to have to find a new one.
It was probably the fencing. I had a house that worked fine for months, then after an update they could no longer go up the stairs. After trying a bunch of different things and getting really upset because I thought the house was ruined, I finally figured out that fencing was now being seen as an impediment. I removed the fence and the staircase works fine again.
