Either way, they can't autonomously turn other sims into vampires, so your game never gets overrun with them. At most you might end up with one breaking into your home and feeding on your sim. But that's happened like once in my entire game since vampires came out.
I think it's more of a problem when the breeding values get stuck and human sims start producing all vampire children :/
