You need Seasons and Eco Lifestyle for blizzards, constant rain, lightning and prolonged power outages with off the grid, I just wish the earthquakes and volcanoes from Island Living destroyed a bit more though.
In fact when I began playing Eco Lifestyle it rained for days and days everywhere I went, just like in the UK in real life.

So, I used the Volcanic Activity Lot Trait, but the rest of this was accomplished with my Sims own power over nature.

Merfolk Humming after lightning strike
After a couple sim days, lava rocks and lightning from the perpetual thunderstorm and summoning lava bombs charred most of the furniture that didn't have a roof above it. A couple volcanic eruptions helped speed up the destruction. Earthquakes are simply annoying, but a volcanic eruption comes with earthquakes and more.
Most of this destruction was my sims' handy work. If the game does something to add to what merfolk can do, I'd reconsider my stance. However, I use merfolk as an example because I play with those occults. It's the incomplete feeling of packs I already bought as well as bugs from very old packs that make me warry. Eco living is still fairly new, but the way sims materialize items they don't own to interrupt whatever they are doing to perform a NAP or Eco State interaction is a problem. Right now, industrial is bugged, and there are a few NAPs that are unplayable because of bugs and how they make public lots unusable.
Edit: The newer the pack the less immediate I expect to see fixes for them. It takes a while to track down the bugs, but unfortunately, there are a lot of them.
For merfolk, though, nature magic, specifically weather manipulation, is a merfolk ability that comes with seasons, and I admit that the ability to change weather like a weather machine without having a weather machine everywhere you go is handy. I can see this pack including something that adds to that power in that respect.
But, in regards to destruction that can feel out of control, go wild with merfolk playing with nature, and add a couple lot traits for flavor. Off-the grid came with Island Living.
Some Screenshots for reference with my earlier post. These are also things that make me hesitant with new packs and warry that I'll end up spending money on something that wasn't complete or ignored potential. Some of this was not visible for a while, so I'm hopeful that its visibility is a sign that something will be done with it.
Edit for Clarity: I'm not looking for things to be removed, rather, I'm hopeful that they take these things and use it create more depth. Don't remove the possibility for children to have a merform, give them a merform. It's kinda sad seeing them autonomously interact with water and the ocean only to not get, at the very least, their merform, that should be a natural form for all merfolk at every life stage. Sims live on land. Aliens live in space. The natural home for merfolk is in the ocean. Console can't use mods, so this needs to be added to the game with a patch. I'm aware of the existence of mods.
Some actions work with a mirror while others that use the same animation don't. Most of those interactions come with specifically other expansion packs outside of Island Living and the Base game. This detail is revealing about how things from other expansion packs appear separate from other content after installation. My biggest concern is whether or not getting more content will integrate with existing content and be usable in other ways. Then again, I don't think the developers are trying to have sims use stuff while in a pool. Because I played with merfolk, I discovered that these interactions are not merfolk exclusive.

Half a Merform for Children and Toddlers. This is an area where I see potential to add depth to a part of the game that doesn't have enough depth.
Back Floating while critically exhausted
A new book for every single time they perform the eco living action as well as the bugged freestyle swimming. Merfolk will stop whatever they are doing in the middle of water and swim to shore to read whichever book spawned in their inventory last. This happened four times with this sim, but it happened for seven different sims I was playing with in this screenshot.
Also, I'd love to be able to share more of what I find in a better place, but I haven't been able to find the active thread that gurus or someone looks at more regularly. I'm sharing a lot of stuff wherever I think it will be seen by the right people. I would appreciate any directions. I still think these things are definitely worth considering before buying a new pack. I've noticed these problems take different forms with different content.
