Another person also having trouble with it. To get into penthouse you to click on the entrance door down bellow (a gear icon will appear and once you click it you will get indication to be buzzed in) After the "come in" message typically you need to focus back up on the penthouse (you will be able to put the walls down now) and click "go there" your sim will be moved up immediately.
