Assign lot type as "Boba Tea and Thrift Store" not working

I'm wondering if the Bubble tea+thrift Store lot type is exclusive to Copperdale only since I tried making one in Mt. Komorebi and the option is gone. I'm wondering if this is a bug or it's working as...
