If they free the babies they could easily add a script to the game that replaces existing bassinet-tied-babies with the new, freed ones. Most of the what-ifs presented here apply just as much to literally any other new gameplay that they add to the game. Babies aren't at all unique or special that make those risks "greater".
To put it another way, when a baby ages up, the game has absolutely no problem 'replacing it' with a toddler. All they'd need to do is add a script that does the same exact thing, but replaces it with the new baby rather than a toddler.
The question isn't so much 'can" they do it, and more of "is it worth their time" for such a short duration part of a Sim's overall lifespan.
