Attempt mental telepathy?
So I just clicked on my child sim and he has this option called "Attempt mental telepathy"? Is this something new? I've never noticed this before! Is this only for child sims?

Yes, it's just a child thing. Basically the kid playing make believe.
They unlock it by getting their "mental" skill High enough (it becomes available at skill level 9, iirc).
And nope, it's not new. It's a good way to get a child sim "focused" quickly. That's the effect of using it.
