As long as a sim is within the boundaries of a lot, it is possible to drag them but for the space between lots this doesn't work. The portable game table has the same issue with the chairs. (And it is also bugged because it can't be put back into the inventory after it's been used.) The portable pic nice table however does work fine. If you sit your sim down and then place a laptop from inventory you can even use your laptop anywhere in the world (as long as you have room for the pic nic table) .

I am starting over AGAIN. LOL. I want to edit the worlds as little as possible, and I only want to use mods and cheats that do not require adding CC to a lot. I will use a few carefully chosen CC that are portable, but only when there is absolutely nothing for a specific vanilla portable item. When I pull a mod from the mods folder, I don't want my lots affected.
I still have not figured out which shower is portable. I never knew about that! I am definitely going to add that to the inventory for the sim in my new save.
The jungle adventures selling table is a critical item for me when I play vanilla with a teen runaway. Unfortunately it is not portable and for a child alone it is best to keep the child 100% portable. I am going to use a cooler mod or no food spoil mod. Never leave a modded cooler on a lot that will be visited by the repo man! When the cooler is taken with the gun, the mod is left behind!
This is the jungle adventures table with cooling inside of it. To take a serving of food, you have to pull the food out of the table first, grab a serving and put the leftovers back. You cannot just grab a single serving from the table inventory.

Trying to keep a child alive without leaving the Mt Komorebi world required adding a LOT of mods and altering the lots extensively. It was worth doing. I learned a lot, but it is time to pull WAAAY back with the modding and CC. I will need to travel though all worlds instead of staying in one world. Learning about the vanilla picnic table and shower are hugely helpful!
